apt-cache show abiword-plugins-gnome here is the output:

 QNX as well as GTK+ on Unix.

 This package used to contain several plugins for AbiWord which require
 GNOME libraries. Currently, though, due to versioning issues with the GnomeDB
 library, only the plugin to manipulate SVG graphics is included.

the last line i think explains why its not a depends. I gonna leave this
open for a while.
