[Bug 59563] Unixish keyboard shortcuts stopped working again

Public bug reported:

I use gtk-key-theme-name = "Emacs", and in all other GTK programs, this
gives me Unixish keyboard shortcuts (^U = erase line, ^W = erase word,
etc.).  This was also working in xchat-gnome prior to my recent upgrade
to 1:0.13-0ubuntu3, where now ^U brings up the user list and ^W closes
the channel (very frustrating when I meant to erase a word).
