[Bug 61098] Locations.xml is ridiculiously huge

Public bug reported:

The file Locations.xml is ridiculously huge, at 15MB.

Most of this seems to be taken up with the same name in "different
languages" for the same place.  Why not just remove the language-
specific name tags where they match the default?  This would bring a
huge decrease in file size, and therefore load speed of gweather's
preferences view (I have tried this, it makes a big difference)
