could you provide easy steps to get the issue? Does it happen if you do that:
- open the calendar
- add a meeting by double clicking on a day
- pick a start hour
- click on the recurrence icon, pick 1 week and select the option saying it happens every week
- enter a name 
- save the meeting
- drag and drop the event at some other time for the same day
- double click on the event after moving it

Do you get the correct hour in that case?
