[Bug 61919] sticky notes should stay when user clicks on desktop

Public bug reported:

when you put sticky notes on the desktop but click on the desktop or any
object on the desktop, they dissapear. then you forgot about the notes
(and the reminders you put in them......)

Expected behavior: 
sticky notes should be hidden only when clicked on sticky-notes applet or when the applet is told to do so via its menu
