This is probably due to hald rather than the kernel.

** Description changed:

- Binary package hint: linux-image-2.6.15-27-amd64-k8
+ Binary package hint: hal

  On our Sun x4600, there is a phantom CPU load of about 9.4 and no
  processes seemingly consuming resources. /proc/interrupts reveals that
  the ohci_hcd kernel module is spewing interrupts and when it is unloaded
  the CPU load goes down. Unfortunately this removes keyboard and mouse
  support which is important. google revealed similar reports:

** Changed in: linux-source-2.6.15 (Ubuntu)
Sourcepackagename: linux-source-2.6.15 => hal
