[Bug 83840] Some tabs missing orange highlight

Public bug reported:

In Feisty, some tabs are missing their orange overstroke highlight style
with the Human theme. Epiphany and GEdit are affected, yet their
preferences dialogs seem to be OK. See attached screenshot.
