[Bug 84458] gdmsetup does not work, lacks custom.conf

Binary package hint: gdm
Calling gdmsetup from a terminal or the GNOME control center results in
this error message:
Could not access configuration file (custom.conf)
Make sure that the file exists before launching login manager config utility.
I don't think this is the same bug as the dbus-reladed bug, since the
error message is different and "sudo dbus-launch gdmsetup" does not
solve the problem.
