[Bug 84551] Rhythmbox audio still audible with sound muted

Public bug reported:

I've set the master volume to 0% in Gnome Volume Control 2.17.90.  PCM set to 80%.
When I play an ogg stream in rhythmbox I still hear audio when it should be muted.  I'm using Feisty Fawn herd 2.
