[Bug 84685] users-admin won't registers new users

Public bug reported:

I'm running Feisty when starting users-admin from terminal I get this error messages:
"(users-admin:16628): Liboobs-CRITICAL **: There was an unknown error communicating with the backends: Message did not receive a reply (timeout by message bus)"

The window loads fine but there aren't any users in the list and unable
to add new users the menu comes up fine but after clicking ok the new
users aren't added.
