Thank you for your bug. That's fixed with that upload:

 gnome-cups-manager (0.31-3ubuntu2) feisty; urgency=low
 .
   * debian/gnome-cups-manager.install:
     - install the gnome-cups-manager desktop to /usr/share/applications, make
       it listed correctly by the control-center shell (Ubuntu: #82458, #85017)
   * debian/gnome-cups-manager.desktop.in, debian/gnome-cups-manager.desktop:
     - use the "HardwareSettings" category

The gnome-cups-manager 0.31 tarball which is current version has no
desktop file, that's why we ship a distribution specific one
