[Bug 80946] Re: "desktop-effects" human variant would be nice

The icon should be named "desktop-effects" like the binary as for the
naming specs. I'll do the tangerine and tango versions which could be
added to tangerine-icon-theme and tango-icon-theme-common. I'd like to
have the various versions of application icons to be shipped with the
package, so we could kill tango-icon-theme-common, but I don't know how
much work it is and if it's possible.
