[Bug 87632] 'System > Report a problem...' should collect bugs when offline to send later

This is an RFE. I understand that this is not a bug-buddy bug, but they
should be working together, and I cannot find a suitable package in
launchpad.

'System > Report a problem...' should collect bugs when offline to send
later. Currently it is only useful when it can make a direct connection
to the internet. It should at the very least test for an active
connection before trying to launch a launchpad page, nothing worse than
trying to report a bug and getting an error from the default browser.

Options could include:
* integration with Bug Buddy
* option to make a single (preferably signed) archive which can be sent manually or automatically later
