No, all servers are currently up.

You can fake it by getting the .asx I linked to, and changing the first
URI to a place that gives you "Connection Refused" (I changed it to
'http://localhost:12345/).

I've attached a 'fixed' (I've done the & -> & conversion, so that's
not a problem anymore) version of the live64.asx, but with
http://localhost:12345/ instead of "http://switch.streamgate.nl/" which
breaks it again: it won't skip to the second stream when the first
stream gives a 'Connection Refused'.
