[Bug 74454] [network-admin] net-mgr doesn't remember location

My home network is 2 Dapper computers using NFS over a wire.  They each
have a winmodem, and for obscure reasons sometimes they each need to be
able to connect to the IP as server.

I configured NM on each box with 3 locations each; server1, server2, and
client.  There are 2 servers because there are 2 local numbers for the
IP.  The main difference between server and client is the gateway IP.
Each box uses the other's IP, e.g. 192.168.0.n

Every time I start NM, it defaults to the _blank_ location, not the one
I configured it with just before OK'ing it closed.  The actual settings
seem to remain stable, but I haven't put it to the test.

I also had trouble getting the locations set up.  I would create a new
location, enter details, and OK it.  When I reopened it, the details
would have defaulted to those of the setup I was using before I created
the new location.  After a few times of manually entering and deleting
items, it seems to have stabilized.

To be specific, I created a location, server1, with no gateway IP.  When
I reopened it later, it had a gateway IP, like the client location.

It is weird to open NM, select "server1", and have it go through
"changing profile", then close it, and then open it again a few seconds
later, drop down and click "server1", and have it change profile again.
As if it forgot what profile it was running.

And, of course you can't do a "Delete current location" on the blank
location, because that option is grayed out.

I recognize that I could be misunderstanding the procedure; perhaps I'm
doing things in the wrong order.  But may I suggest that with a GUI like
this, it should be idiot-prufe enough so that there _is_ no wrong order?
