[Bug 81247] toolbar_icon_size is not respected so icons are always the same size

Binary package hint: libgtk2.0-0

When adding a gconf key for /desktop/gnome/interface/toolbar_icon_size
nothing happens. Originally the key is empty and after setting a value
nothing happens.
