[Bug 88937] Keyboard Shortcuts should be merged into Keyboard

Binary package hint: gnome-control-center

Keyboard Shortcuts (gnome-keybinding-properties) is taking space in the
menu. It really should be an extra tab in Keyboard (gnome-keyboard-
properties). Is there a technical reason this could not be done?
