[Bug 89791] Use human-like system-upgrade icon for Synaptic from Lauri Taimila

Public bug reported:

The following site provides an icon for the system-upgrade function of
Synaptic, that matches the Human style. Since Synaptic's icon are
themable now, it would be nice to have it in the default Human icon
theme.
