[Bug 89511] Cannot activate Modem Monitor in Ubuntu 6.1

Public bug reported:

I placed the Modem Monitor on the Panel.  The Activate selection cannot
be accessed because it is greyed out.  I went to Properties and
attempted to complete the dial-up information for a serial modem.  On
the second tab it is not possible to select Tone dialing.  Whenever Tone
is selected and the dialog box is closed, the Tone dial-up reverts back
to Pulse dialing. These problems have also been reported by others in
the Forums.

I have not had any problem in configuring the Modem Monitor to work
properly in Ubuntu 5.1 or 6.06.  It appears the something was overlooked
when 6.1 was released.

I went to www.debianadmin.com/setting-up-dial-up-connection-in-
ubuntu.htm to get alternative methods for configuring a serial modem.  I
could not activate the Modem Connection option under the Connections Tab
using the Networking Option.  I tried to install gnome-ppp Ubuntu but
the Gnome ppp is not available in the copy of 6.1 I downloaded.

I was successful in getting my serial modem connection to work by going
into Terminal and using pppconfig and pon/poff.
