[Bug 90342] HTML appear as plaintext unless first line is <HTML>

Public bug reported:

Binary package hint: evolution

If email begins with anything other than <HTML> then the email seems to
appear in plain text.

Below, although the first line is plaintext, the rest is properly formatted.  This email shows up as plaintext:

<head>
....
"

This example should definitely show up as HTML, but doesn't.
