[Bug 90385] left button to scroll when there is no text

Binary package hint: evince

Hi. I use evince to view .cbr comic files, but scrolling is a bit
cumbersome due to the need to use the middle button.

I understand left-button dragging is used to select text, but in the
case that the file contains no text... could it scroll the page too? Or
would that confuse the average user?
