[Bug 89769] desktop effects in feisty: shadow on transparent panels looks bad

Public bug reported:

When the desktop effects are enabled, (thus, allowing shadows to appear
under the panels) if the panel's background is set on transparent, the
shadow that goes with it looks out of place.
