[Bug 90894] rhythmbox: last.fm support should include "personal radio" by default

Public bug reported:

The last.fm plugin should include a personal radio entry for the
currently-configured user.  Ideally, it should do this only if personal
radio is available (i.e. if the user is a subscriber).
