[Bug 91255] can not resize the recording level window

Public bug reported:

With compiz (Desktop effects enabled) I'm able to move the window but
not to resize it.

- repro:

Enable desktop effects.

applications -> sound & video -> recording level monitor

A window opens... try to resize it. I'm not able to do it.
