1. Yes, there is a command line error. See below.
2. "Does it happen with an exchange account?" I may not understand your question, but:  No it doesn't happen when I am logged in to Exchange via Windows and Outlook, or when logged in to Exchange via Ubuntu and FireFox. I can send with and without attachments in those cases.
3. "Does it happen also with a normal mail one?" Yes, even with a normal msg, i.e., no attachment, I have the failure when sending to myself (same account). 

I  can reply to a different user msg in my Exchange InBox. (Replied to a
secretary on same exchange account who successfully received the message
and replied to my Evolution Exchange Inbox again.)

I did notice the Evolution "On this Computer" Outbox quickly flash bold
and the email msgs I thought had disappeared are in the Sent folder of
the local computer (where Windows normally stores the archives), but not
on the exchange server as is the case in Windows. I can reply and
forward those messages but not to myself.

I can also send a new msg both with and without an attachment to a
different account (hosted on a different server). The msg appears in "On
this Computer" --> "Sent" box.


This error:

occurs every times I click on New to create a new Evolution msg
