I can confirm this in the current rev of Feisty by performing the search
and selecting any of the returned links that have the text "from Desktop
Effects" after them. Like Matthew, replacing the %23 with # brings joy.

This seems a wide spread problem. Using the search "F-spot" and
selecting the links in the results that have the text "from The F-Spot
Manual" all fail with the same %23 vs. # issue.

Seems a Yelp search issue.
