In the screenshot I made a circle around the gnome-panel I'm talking
about.

As you can see, its size is a lot smaller than it should be, it doesn't
show everything it contains. Additionally, no matter what I set the
settings to, it won't resize. And I can't move it, either. When I "grab"
the handles with my mouse the hand-mouse pointer won't show.
