[Bug 94168] File type detection prevents opening Planner files

Public bug reported:
Binary package hint: nautilus
I attempted to open a Planner file by double-clicking it in Nautilus.
Rather than opening Planner, it displayed the following in an error
dialog:
> The filename "New Login and Logout.planner" indicates that this file is of type "Planner project plan". The contents of the file indicate that the file is of type "XML document". If you open this file, the file might present a security risk to your system.
> Do not open the file unless you created the file yourself, or received the file from a trusted source. To open the file, rename the file to the correct extension for "XML document", then open the file normally. Alternatively, use the Open With menu to choose a specific application for the file.
If planner is installed, it should simply open it. If planner is not
installed, it should trigger the package suggestion mechanism via gnome-
app-install.
