[Bug 95327] Sources problem window doesn't stay on workspace

You have been subscribed to a public bug:

Binary package hint: update-manager

In latest Feisty, the "you have a problem with a repo" window gets lost
behind the currently active window in teh currently active workspace,
meaning that if update-manager is on another workspace, it will appear
to freeze, as all these windows are modal.
