[Bug 96069] gtkhtml-stock-test-url icon missing in the insert link dialog

When composing a html mail and using the insert link function the Icon on the button is missing, the button shows the text gtkhtml-stock-test-url.
There are two dialogs, on is the context-driven dialog. The other one from menu.
