[Bug 97181] slow/sticky keys activate automatically

on Feisty.
The gnome accessibility feature provides some keyboard shortcuts to
automatically enable "slow keys" and "sticky keys". When this happens,
a dialog pops up offering to activate the feature.
However, once this dialog is up, the feature is already active!
It should either wait for user confirmation to activate the feature, or
the buttons should be labeled to indicate what they actually do, i.e.
they should be "Deactivate" and "Don't Deactivate" rather than "Don't
Activate" and "Activate".
