Additions to ubuntu-cloud packageset

Hello all,

I would like to request that libdumbnet[0] and zerofree[1] be added to
the ubuntu-cloud packageset.  These packages were promoted to main as
part of the open-vm-tools MIR[2], and as open-vm-tools is already part
of the ubuntu-cloud packageset[3] it seems like a natural, sensible
extension.
