For other DMB members:

There was some discussion of this on IRC[1][2].

I have come to the conclusion that adding Clint to ~ubuntu-dev would
effectively retain the status quo, and so I can do this immediately
myself. Also:

  * Removing him from ~ubuntu-dev later, should the DMB later decide
    against my current opinion, won't result in any additional harm
    done by my action now.

  * He's missing Ubuntu membership status until something is done, so
    this approach causes less damage (eg. wrt. his email alias).

My logic is that if Clint had happened to have got to core dev via the
PPU or packageset route, he would be in ~ubuntu-dev anyway, would be
able to "expire himself" from ~ubuntu-core-dev the same as he has done,
and would have ended up with the same status as I am more artificially
putting him in now.

This does lead to two questions the DMB can resolve in its own time if
it wishes:

  1. Do we need to have some kind of emeritus process? If so, what would
     be the criteria for activating the process: on uploader request
     only, or also based on inactivity? If inactivity, then how do we
     define that and detect it?

  2. Should uploaders emeritus remain in ~ubuntu-dev and thus be allowed
     to vote? If not, then how does that interact with an emeritus
     process that isn't based on detection of inactivity?

My current personal view is that there's no need for any further process
here. Adding uploaders emeritus (who were previously Ubuntu members) to
~ubuntu-dev should suffice, and it's fine for them to remain in the
electorate. I intend to continue re-adding to ~ubuntu-dev if there are
further requests and not take these questions any further; if you
disagree, please feel free to propose and drive a change.
