It's great that the desktop team is looking after Plymouth, but that's
not the criteria and is orthogonal to the contents of the desktop
packageset, which is generally for packages exclusive to Desktop.
Plymouth is essential to many use cases outside Desktop, so does not
belong in this packageset. My earlier comment about not raising the bar
for the packageset also applies to this package.

This isn't a new policy - this affected me similarly when I could only
upload to the server packageset[1]. The plymouth package is in the same
situation here, being seeded by the Standard seed.

I understand it's frustrating that you cannot upload your own work. We
should fix that by training and developing prospective uploaders to the
appropriate level of skills and experience.

I would be delighted to see more Desktop team members become core devs!
