Proposed addition of packages to raspi packageset

Dave sent a mail to the list to update this packageset as well, but it
got stuck in moderation. I have added his part to this mail:

The linux-firmware-raspi2 package can be removed from noble onwards (that
renaming happened back in jammy). The raspberrypi-userland package is obsolete
from plucky onwards (its replacement is raspi-utils) but probably shouldn't be
removed until we've got an LTS with the transitional package in place. The
pi-bluetooth package is also an empty transition package since noble. And,
naturally, there's a bunch more packages we'd like to add (which are Raspberry
Pi specific).

Please consider the following changes to be made to this package set (prefix
indicating removal or addition) in noble onwards:

- linux-firmware-raspi2
- pi-bluetooth
+ rpi-imager
+ libpisp
+ picamera2
+ python-v4l2
+ pidng
+ kms++
+ simplejpeg

The last four packages may not appear raspi-specific, but are actually from
RaspiOS as dependencies of the picamera2 package (which
is, obviously, raspi-specific). Whether they would fit within the remit of the
raspi package set, I am not sure (they should work to some degree on other
platforms), but I include them as they will be packages Pragyansh will want to
update in keeping picamera2 maintained (once that is uploaded).
