Agenda versus Applications: Discrepancy needing a solution

Hi Developer Membership Board,
I'm noticing an increasing number of applications which are on the Developer Membership Board agenda, but should not be on there yet.
Sometimes, they're miscategorized, too.
Current examples include:
- kernel-dkms PPU Application TBD by Agathe Porte at DMB meeting 2025-03-31
+ https://lists.ubuntu.com/archives/devel-permissions/2025-January/002679.html says the applicant "may" apply for status, but there's no link to a wiki page yet.
- TBD by Adrien Nader at DMB meeting 2025-03-03
+ I see no link to an application, and no email to devel-permissions. Additionally, the sosreport SRU was already first there.
Additionally, if an applicant applies for e.g. MOTU, their application should not only contain details about Core Developer.

This isn't specific to one person, I just think we need to raise our expectations a bit. It's unfair to applicants who have a fully-ready application to have to wait for applicants who may or may not have an application ready.
Therefore, I propose the following:
- Remove "kernel-dkms PPU Application TBD by Agathe Porte" from the agenda and request they go to the back of the line, once their application is ready.
- Remove "TBD by Adrien Nader" from the agenda and request they go to the back of the line, once their application is ready.
- Contact Massimiliano and Mate to see if they'd like to move up to one of the now-freed-up meeting slots.
