Adding packages to ubuntu-desktop packageset

Most of these sound fine, although I don't have time to review each one
right now. There are some that seem like they don't belong in a
desktop-specific packageset though that I've listed below. I suggest
that these should be reserved for core dev. This has the benefit that
the bar to become a desktop upload does not need to be raised.

> update-manager
> update-notifier
> plymouth
