ubuntu-image snap recipe for Launchpad

I've gotten the snap recipe for Launchpad successfully set up now for
ubuntu-image.  This means that we'll publish the head of the git master branch
as a snap to the edge channel whenever we land a new commit.

Once we do a release --which will include debs to X through Z-- we'll QA the
edge snap and promote it to the beta channel as part of our normal SRU process
for X & Y.  It requires devmode so you should treat the beta channel snap as
the released version.
