user accounts missing?

I got a puzzler for me, I reinstalled Edbuntu 7.04 did all the updates except 
for two (gimp).

- I go to system --> adminstraitor --> users & groups and create an account.
- I close the application.
- I go back to Users and Groups and the account I just created is gone. The 
only accounts are root and the one that I created during installation.

I go to the /home folder and the account I created is not listed.

/home folder attributes is set to 755.

Any suggestions?
