Keyboard Layout Issues

We're running Edubuntu 7.04 using a bunch of Dell GX150's as clients. I have the keyboard set to a Dell 101 keyboard and the language as US English. However, when you type in ANY application, we cannot type apostrophes, and if we want to use quote marks, we have to type a space after hitting the " key, to get the " to show up. It does put in the left and right quote marks. 

What setting am I missing to get the ' and " keys to show up correctly?
