Tell the admins to run
$ sudo halt
or
$ sudo reboot

The file you want to edit is /etc/default/acpi-support

If students have physical access to the machine, they can always wreck
havoc. They probably won't, but you never know :-)

Also, generally a server that doesn't have any interactive use is more
reliable.

The upgrade to gutsy won't help this issue. It will help many others,
though. Especially supporting newer hardware.
