These are only needed for building:
build-essential
libfltk1.1-dev
libxpm-dev
zlib1g-dev
libjpeg-dev

These are needed for running:
libfltk1.1
vnc4server
xtightvncviewer
xscreensaver (with the random to blank edit)
vncreflector (which I don't think is in the debian repositories)
I assume vncviewer comes installed by default

Then of course there are the thin client req. to setup x11vnc and
creating the new vncuser user. Some things can't be put into a
package.
