Hello,
I had the same problem with a clean install of Edubuntu 14.04 LTS.
For some reason, even though tftpf-hpa is running, it was not
responding to any of thin clients.
I solved it by running sudo service tftpd-hpa restart. Then the
clients connect no problem.
I obviously can't type this in each time, so I added it to
/etc/rc.local so it runs each time the server reboots. And the
problem went away.
I don't know if that's the correct solution, but I know it works.
I hope that helps
Thanks
Joseph
