Bug description:

  Version: Ubuntu 10.10 / Ubiquity 2.4.8

  Reproduce Steps:

  1. Install Ubuntu 10.10
  2. sudo apt-get install oem-config-gtk
  3. sudo oem-config-prepare --quiet
  4. Reboot
  5. Choose CJK languages (choose one of Chinese/Japan/Korean)
  6. Top white bar appears

  Expect Result:

  Top white bar should not appear.

  Reproduce Rate: 100%

  PS. This bug also appears in some languages except CJK.
