[Bug 819900] [NEW] package pool implementation needs to update apt

Public bug reported:

This probably (almost certainly) needs to get some of the package pool
madness refactored into live-build, so it can run at slightly different
times in the build and take advantage of the final apt configure/apt
update pass, but right now, the preinstalled pool is ignored until one
first runs apt-get update on the target system.
