Thank you for taking the time to report this bug and helping to make
Ubuntu better. Reviewing your log files attached to this bug report it
seems that there is an issue with your network configurtion and that
there is a proxy server that is preventing access to Ubuntu packages.
This issue is thoroughly documented in bug 346386 and has been resolved
in an updated version of apt in Natty updates. You could install the
new version of apt on your Live CD using 'sudo apt-get install apt' or
try installing Ubuntu on a different network or try installing Oneiric -
the development version of Ubuntu. Thanks and good luck!

Bug description:
11.04 desktop installer crashes when installing on a Dell Optiplex 760
if there is no Internet connection.
If the Internet is available then the installer works fine.
Install is done with PXE-boot over our network without the Internet. I
can give Internet access to the machine running the installer by
starting a web-browser and going to our authentication portal, etc.
