This does not cause a boot failure because, it seems, the subsequent
search line does find the kernel files. But if that search line is
commented out the boot fails.

Bug description:
  Grub 1.99 in Ubuntu 11.04 32-bit desktop. "update-grub" produces this
  stanza in grub.cfg. The set root line is illegal - presumably it
  should be "set root='(hd0,1)'
