[Bug 820578] [NEW] partman fails to properly partition an SD card for use as boot & rootfs during netinstall

When using netinstall to image a system to an SD card, the partition
manager fails to properly configure the partitions with a bootable vfat
partition.  Manually configuring the partitions was problematic at best.
