[Bug 820764] [NEW] Extras archive consulted during install

Public bug reported:

Given the nature of the extras archive, it should not be checked for
packages during install. In practice nothing should be there that gets
installed, but it's an extra avenue for unwanted software that shouldn't
be used.

** Affects: debian-installer (Ubuntu)
     Importance: Undecided
         Status: New
