Thank you for attaching the output. It seems that the issue from the progress dialog is  caused by aptdaemon not handling locale settings the way update-manager does it, so I am reassigning this to aptdaemon, as update-manager's main interface (the main window) is in English, as you said that it should be, but aptdaemon and policykit dialogs are partially translated to Dutch (and they should be in English, but should use numeric, date, time, etc formats from nl_NL locale).

  Binary package hint: update-manager

  Update Manager's authentication dialog comes up with a mixture of English and Swedish, see the attached screenshot.
  I'm not seeing this language mixture in other authentication dialogs, such as when starting Synaptic.

  I have adjusted my locale to have an English-language desktop with a
  Swedish locale:
